WFSE / AFSCME Council 28 Biennial Convention

Please book air travel early in order to ensure a reasonable price is paid for your delegation’s tickets. Please be aware there are fees associated with changing your airline arrangements.

  • The minimum charge is $125.00 when you change your flight arrangements.

  • Plus, we pay the difference in ticket price as applicable.

  • Your Local is responsible for any change fees applied after arrangements have been made.

Please be thoughtful of this when making your airline requests, and be aware of your calendar plans before booking your ticket to avoid additional expense.

Requests must be completed for each delegate and alternate that needs airline reservations to attend the convention. Please be sure to include all the required information:

  • per TSA rules FULL NAME exactly as it appears on the unexpired government-issued identification you intend to present at the airport prior to boarding. You must provide your middle name if the government-issued identification includes a middle name. If you do not have a middle name or your identification does not include a middle name, you do not need to provide it.

  • per TSA rules DATE OF BIRTH

  • EMAIL Flight itinerary will be sent via E-mail.

PAYMENT OF AIRLINE RESERVATIONS

If the Local Union’s per capita for one month is sufficient to cover the expenses for the Local Union’s delegates and alternates, and the Local Union has completed the Expense Authorization Form authorizing the Council, the airline expenses will be deducted from the per capita. If the per capita for one month is not sufficient, a check must be mailed prior to reservations being made to cover the expense.

Airline reservations to Seattle are available on Alaska Airlines and Horizon Air. Please be aware of BAGGAGE FEES charged by Alaska Airlines or Horizon Air for checked luggage.

You are required to pay the fee(s) when you check your luggage. This fee is not included in the cost of the airline ticket and is your responsibility at the time of check-in. This expense is not considered a reimbursable expense to the Council (please check with your local for reimbursement of this expense). GROUND TRANSPORTATION TO CONVENTION HOTEL

The SeaTac DoubleTree offers a Complimentary 24 hour Airport Shuttle to/from the Hotel.

COUNCIL 28 TRAVEL POLICY

  1. When Local Unions request that the WFSE make travel arrangements for Local Union delegates/alternates attending conferences/conventions, the Local Union will pay the WFSE for the cost of such travel arrangements by the time of ticketing.

  1. There will be time frames for making reservations for conferences and conventions. If the deadline has passed the member(s) will be responsible for their own arrangements (airline and lodging).   Reimbursement for airline travel will be based on average cost from point to point locations and lodging will be reimbursed at the WFSE/Conference/Convention contracted rate for the event or whichever is less.

  1. The deadline will be included in all meeting notices.

  1. Travel arrangements made for guests of delegates/alternates will be paid for by the delegate/alternate at the time the reservation is made.



The 2019 Convention will be held at the DoubleTree in SeaTac. WFSE has a block of rooms held at this hotel for convention delegate/alternate/guest overnight needs. Requests must be made for each delegate and alternate that needs housing for the convention.



  • Hotel Reservations must be requested by August 15,2019

  • Hotel Confirmations will be sent via E-mail.

  • The Local Union will be charged one night’s room and tax for “No Shows” or reservations not cancelled 24 hours in advance of arrival date.

SMOKING POLICY HOTEL ROOMS


The DoubleTree is a 100% non-smoking hotel (including cigarettes, marijuana and vape /e-cigarettes). The use of these products must adhere to the Washington State Smoking in Public Places Law. This law prohibits smoking within 25 feet of entrances, exits, windows that open, and ventilation intakes that serve enclosed areas where smoking is prohibited. The hotel will charge a $200.00 cleaning fee if guests violate the policy by smoking in guestrooms or on guestroom balconies. This will be charged back to the local.
