We’re at a crucial moment in the fight to save the Consumer Directed Personal Assistance Program (CDPA) from being transitioned to a single Fiscal Intermediary, PPL.

Home care recipients and home care workers are in danger because Governor Hochul plans to centralize management of a major Medicaid home care program—the Consumer Directed Personal Assistance Program (CDPAP)—to a for-profit corporation called PPL in a very short time period. Hundreds of thousands of New Yorkers could lose their home care and jobs because of this plan.

Recently, a federal court ordered a temporary, three-day halt to the transition, acknowledging what consumers, workers, healthcare providers, advocates, and elected officials from both parties have been saying all along: Governor Hochul's CDPAP transition plan is dangerously flawed.

However, last Thursday's scheduled payday left hundreds of thousands of CDPAP workers without any compensation for their work, while others received wages that didn’t reflect the hours they had clocked. For many workers who depend on CDPAP for their wages, even one missed paycheck means losing the ability to pay rent, buy groceries, or cover transportation costs to continue providing care.
