Background: In November 2014, the San Francisco Board of Supervisors voted unanimously to enact the Retail Workers Bill of Rights, a first of its kind package of workers’ rights policies that promote fair and predictable work schedules and full-time employment for retail, restaurant and service workers in San Francisco. Labor and community groups who successfully advocated for the Retail Workers Bill of Rights are currently recruiting frontline retail and restaurant workers to participate in focus group discussions with groups of 6-8 workers lasting approximately two hours. Focus groups will take place in February 2016. The focus groups will identify key themes and garner feedback from workers’ experiences over the first year that these fair scheduling policies have been in effect. Insights from the focus groups will provide additional guidance for implementation in San Francisco and policymaking across the country.
