Rafael has emerged as a national leader fighting on behalf of the issues that affect our environment, quality of life and safety. When he was first elected at the age of 26, Rafael was the youngest elected official in New York State. Since then, as a Council Member Rafael made history with the repeal of the notorious 'no dancing' cabaret law (NYT) and the creation of New York City’s landmark Office of Nightlife (NYT) joining cities across the world to protect small businesses and safe spaces for culture. Council Member Espinal’s work in repealing the cabaret law and instituting the office of nightlife was also featured in a documentary by the Rolling Stone.
His other legislative initiatives include: requiring all public bathrooms have diaper changing stations (Huffington Post) regardless of gender, a bill on the"right to disconnect" (VICE) from digital communications after working hours, and a package of legislation related to banning single-use plastic straws in restaurants, sports arenas and bars.
