Interstate 40 bisects Knoxville's densest concentration of residential neighborhoods including downtown, 4th and Gill, Old North Knoxville, Parkridge, New Town / Belle Morris, Chilhowee Park, and Mechanicsville. In 1983, the road carried 52,000 vehicles per day. Today, the road carries over 90,000 vehicles per day, with over 20 percent heavy trucks. Traffic with heavy truck volume creates adverse impacts on downtown Knoxville residential areas and businesses. It is time for the Tennessee Department of Transportation to be a good neighbor to Knoxville's I-40 neighborhoods.
