AB 1639 (E. Garcia): The Healing for All Act of 2017 prohibits denials of claims for certain status, such as gang affiliation, documentation or immigration
AB 1639 would prohibit the board or a local agency from denying an application for a claim solely because the victim or derivative victim is:
1. A member in, associated with, or affiliated with a gang, or is designated as a suspected gang member, associate, or affiliate in a shared gang database;
2. A person who is undocumented or whose family members are undocumented;
and/or 3. A person who is unable to cooperate with an investigation.
