Ban Reverse Keyword Search Warrants
House Bill 445 (HB 445) would ban reverse keyword search warrants. These warrants are used by law enforcement to pull information on everyone who searched a specific set of keywords to then work backwards to investigative leads or suspects. Unfortunately, they are not specific to persons of interest, and therefore many innocent people's information is caught up in these searches and their privacy is violated.
As states across the country ban abortions, gender-affirming care, and target immigrants and other marginalized communities it is important that Delaware laws protect our privacies and rights. Reverse keyword search warrants have a chilling effect on internet users of all backgrounds, and puts our communities at risk of being targeted for simply practicing their first amendment rights.
Delaware is home to over a third of Fortune 500 companies and so our laws have a national and international impact. We do not want states like Texas sending warrants to see internet users' private information so that they can enforce draconian, anti-human rights laws.
