Tomorrow morning, lawmakers in Richmond will be voting on HB 1435 and deciding whether or not to support working families by making the Earned Income Tax Credit refundable. Last year, lawmakers in Richmond passed a tax package that left out hundreds of thousands of working families. This year, new leadership has the opportunity to make a better decision that will put money back into the pockets of families who need it most. Tomorrow, legislators will vote on a bill that would expand the Earned Income Tax Credit (EITC) which would boost incomes of working families, including about 400,000 families in Virginia. For families struggling to make ends meet, this tax credit will make a difference in terms of putting food on the table, staying current on utility bills, and affording the basics.
The federal version of the EITC is refundable, giving families the full value of the work credit that they earn. And 24 other states, as well as Washington D.C., Puerto Rico and Guam have a refundable EITC. Yet, Virginia’s state EITC is not refundable. If it was, many working families would receive a few hundred dollars more on average each year, which would make a tremendous difference for nearly 400,000 families across the commonwealth.
