The FORCE Act (H.R. 450)—short for "Fighting Oppression until the Reign of Castro Ends"—is a bill introduced by Republican hardliners in Congress to permanently block Cuba’s removal from the State Sponsors of Terrorism (SSOT) list unless it meets extreme, politically motivated conditions.

This bill reverses the progress made under Obama and Biden toward normalizing relations with Cuba and locks in the Trump administration’s last-minute decision to falsely designate Cuba as a "State Sponsor of Terrorism" in 2021.

What Would the FORCE Act Do?

  • Makes it nearly impossible to remove Cuba from the SSOT list by tying it to rigid conditions from the 1996 Helms-Burton Act.
