Include Doula Medicaid Reimbursement in the 2023-2024 New York State Budget

In the US, Black women are 3-4 times more likely to die of a pregnancy and childbirth-related complication compared to white women. In New York, Black women are 5 times more likely to die as a result of a pregnancy complication. In New York City, the rate is 8-9 times higher.

Doula care can drastically improve maternal health outcomes, disproportionately helping mamas of color. But doula care is often inaccessible and unaffordable for many birthing people. That's why the New York state 2023-2024 budget must include an equitable statewide Medicaid reimbursement rate commensurate with a livable wage for doulas.

46% of births in New York are to Medicaid enrollees, and birthing parents who use doulas are two times less likely to experience a complication - doulas save lives. By allowing Medicaid to reimburse for Doula care, more mamas will have better access to life saving maternal healthcare in New York.
