Support HB 3138: Oklahoma Moratorium On Executions

The Oklahoma Court of Criminal Appeals has repeatedly refused to grant a hearing to examine new evidence demonstrating the possibility of wrongful convictions, ineffective assistance of counsel, and other unfair practices in cases where Oklahomans are facing execution. The most egregious example of this is found in the case of Richard Glossip. Several exhaustive reviews of that case, as well as findings of the Oklahoma Death Penalty Review Commission, raise serious concerns about how capital cases are handled in Oklahoma.
Please write to your Oklahoma legislators urging them to support House Bill 3138, which creates the Death Penalty Moratorium Act. The bill is authored by Rep. Kevin McDugle, R-Broken Arrow. This legislation would reactivate the state's moratorium on capital punishment so state leaders have time finally to address the more than 40 concerns highlighted by the Review Commission.
On Wednesday, February 28, 2024, the bill passed out of the House Judiciary Committee with a vote of 4-0.
