Preserve the right of action for people injured by SPD

The City Council is poised to pass a (watered-down) less-lethal weapons "ban", after Federal consent decree monitor Judge Robart struck down the original ban. However, this bill also contains language that restricts people who have been injured by less-lethal weapons from recovering damages. City Council can amend or strike this language without violating Judge Robart's decision. People who are harmed by SPD's use of weapons on crowds of people deserve restitution to cover their medical bills.
