The highest court in our country should also be held to the highest ethical standards. Yet while every other federal court and government branch has enforceable ethics rules, the Supreme Court continues to operate with no binding code of conduct—and no real consequences for justices who violate the law or abuse public trust.

The Supreme Court Ethics, Recusal, and Transparency (SCERT) Act would finally bring real accountability to the highest court in the land. It would:

  • Require the Court to adopt a binding code of conduct
  • Create a process to investigate ethics complaints and hold justices accountable
  • Strengthen gift and travel disclosure rules
  • Require justices to explain their recusal decisions—and end the practice of ruling on their own conflicts of interest

This legislation responds directly to multiple scandals involving Justices Clarence Thomas and Samuel Alito, who accepted lavish gifts and travel from right-wing billionaires with business before the Court—all without disclosure or consequence.

Americans deserve a judiciary they can trust. And in a moment when judicial independence is under threat from political interference and billionaire influence, passing the SCERT Act is more urgent than ever.
