As the amount of traffic through St Paul's has increased so have the negative consequences. Many pedestrians and cyclists have been frightened from travelling as a consequence of the rise in motor vehicle use, the increasing weight of road freight and the speed of cars, making it difficult to cross roads and risking serious accidents.
St Paul's is adjacent to an air polluted area in Cheltenham which has exceeded the UK legal maximum for Nitrous Oxide (NOx), and is more than four times higher than the World Health Organisation recommended level. (as per the 2023 Air Quality Management Area (AQMA), this area goes from the junction of Gloucester Road, Tewkesbury Road and High Street, through Poole Way, along Swindon Road to the junction of St Georges Street)
The Cheltenham Air Quality Action Plan (AQAP), Action point 11 requires delivery of a “modal shift away from private cars to public transport with improvement in Cheltenham’s walking and cycling routes”.
A 20mph speed limit is fundamental to reducing the risk of injuries to other road users, survivability in collisions, and to make our town a safe & inviting place to be by foot, bike or other means. Road traffic is also a major and increasing sources of many of the worst pollutants, including carbon dioxide (CO2), carbon monoxide, Nitrous Oxide, carcinogenic particles and noise. These emissions cause environmental damage and have serious effects on human health, and improvements are required as part of the AQMP.
