CCSF Leaders: We Urge You to End Wage Theft at the College

CCSF is the largest source of higher education degrees and workforce training in our city, and as the faculty of this institution, we have dedicated our lives to the students and communities we serve.

From our college leaders, we expect a real commitment to supporting us as we work everyday to fulfill the mission of CCSF. That is why we are calling on Chancellor Martin and our Board to immediately address an urgent issue: the District has for several years been over-deducting funds from full-time faculty paychecks for the Retiree Health Care Trust Fund (RHCTF).

For hundreds of faculty hired before January 1, 2014 the District has made deductions ranging from 1.25% to 2%. But the faculty contract is clear–Article 21.F.1.1 states:

Effective July 2016, current faculty [i.e, faculty employed by the District before ratification of this agreement*] shall begin paying 0.25% to the RHCTF, rising by 0.25% per year to 1% of salary over four years. (p.135)
*agreement ratified December 2013

These over-deductions are a clear violation of our contract and constitute wage theft. The District’s refusal to immediately correct this egregious pay issue has AFT and the District headed for arbitration in May. Rather than prioritize resources for students, our administration is poised to again pursue a costly course of needless conflict with its largest group of employees.

We say needless because the District will lose in arbitration. This is a matter of leadership and respect.

As faculty of CCSF, I am signing my name to urge Chancellor Martin and our Board of Trustees to cease these over-deductions immediately and make all affected faculty whole.
