Homelessness has been a human rights and public safety crisis in Oakland for far too long - join Care 4 Community Action to demand that vacant City-owned land be utilized for housing and accommodation NOW!

As many Oakland constituents have demanded immediate action on the homeless crisis, the District 3 council office has studied many potential sites for intervention. Because of mass development and privatization, options for use of public lands for this purpose are limited. The 6 acre lot at the North Gateway Parcel is the most logical option. The army base is the largest city-owned parcel in Oakland. With the right political will and investment, we could stand up a homeless intervention in this space with wrap-around services and a transition center to support our unhoused neighbors to gain access to transitional and permanent housing.

Since October 2020 the City Council has mandated the use of land at the former West Oakland Army Base known as the North Gateway Parcel for a homeless intervention as clauses to resolution 88341:

“FURTHER RESOLVED: The City Administration shall immediately work to establish part of the currently unused acreage of the Army Base Site as a place to be for homeless residents living in high sensitivity areas of District 3. This should accommodate both RVs and people living in tents on an emergency basis until negotiations with future tenants are completed;”

As many Oakland constituents have demanded immediate action on the homeless crisis, the District 3 council office has studied many potential sites for intervention. Because of mass market rate development and privatization, options for use of public lands for this purpose are limited, yet critical. The 6 acre lot at the North Gateway Parcel at the Oakland Army Base is the most logical option, as the largest city-owned parcel in Oakland. With the right political will and investment, we could stand up a homeless intervention in this space with wrap-around services and navigation center to support our unhoused neighbors to gain access to transitional and permanent housing. We strongly support Councilmember Fife’s request that the Mayor and City Administrators develop a plan to stand up a more stable housing interventions with supportive services on this land, with support from the County and the State of California.

Since this resolution was passed in October 2020, the District 3 council office has attempted to work with the city administration to move this process forward yet little progress has been made. That is why we as Oakland constituents are asking the Oakland City Administration as well as the County and State governments to take immediate action on this site and open it for use for intervention immediately. As the homeless crisis gets increasingly worse we can no longer wait on an institutional process that is slow to respond.
