The COVID-19 crisis is hitting immigrants and Black and Brown New Yorkers the hardest, but our communities are being left out of relief. We call on Governor Cuomo to immediately establish a $3.5 billion fund to ensure that excluded workers get the relief they need to survive this crisis.

In New York City, data shows Black and Latinx people are twice as likely to die from COVID-19. Communities of color in other parts of the state have also been harder hit than their neighbors. Immigrants, women, and workers of color are also overrepresented in both essential work and in jobs decimated by the outbreak, like retail and hospitality. In New York City, immigrants are 49% of the workforce but 63% of workers in restaurants and hotels, 72% in personal services, and 71% in transportation.

For undocumented immigrants, the crisis has been especially dire. There may be as many as 265,000 unemployed undocumented workers in New York State at the peak of the crisis. Meanwhile, the federal government has left them out of any financial relief.

Undocumented workers,  small immigrant-owned businesses, and immigrant families who have lost a breadwinner to Coronavirus have been left to fend for themselves, despite having paid their taxes and now bearing the brunt of the pandemic.

No Unemployment Insurance. No $1200 check from the IRS. No food stamps for many.

This is a crisis for immigrant communities. And, in the absence of relief, it also forces sick people to venture out to work or search for work, putting themselves and others at risk.

New York must act now. Thus far, Governor Cuomo has failed to recognize the need. But it's time to create a $3.5 billion fund to support excluded workers.

Foundations and charities are establishing modest funds to get some cash to families, but our communities need government-scale solutions. New York State needs to act. Add your name to our petition to Governor Cuomo now.

The data is clear— COVID-19 has exacerbated New York’s inequality problem.

In New York City, data shows Black and Latinx people are twice as likely to die from COVID-19. Communities of color in other parts of the state have also been harder hit than their neighbors. Immigrants, women, and workers of color are also overrepresented in both essential work and in jobs decimated by the outbreak, like retail and hospitality. In New York City, immigrants are 49% of the workforce but 63% of workers in restaurants and hotels, 72% in personal services, and 71% in transportation.

​There may be as many as 265,000 unemployed undocumented workers in New York State at the peak of the crisis. Working class communities of color have the highest number of cases. Working class New Yorkers are less likely to be able to work from home and are more likely to work in essential service sectors, risking exposure to the virus, or to have lost their jobs.

For undocumented people who have been completely excluded from federal relief measures and are not eligible for unemployment, the situation is dire.
New York State should act immediately to provide relief for all who are excluded from UI and other supports by creating an income replacement fund for all.

We demand New York State creates a $3.5 billion Excluded Workers Disaster Income Replacement Fund:

- For immigrant workers excluded from Unemployment and Federal Tax Rebates
- For immigrant families who have lost their breadwinner and have no access to replacement income.
- For very small businesses or the self-employed who lack documentation to apply for small business relief and are barred from Unemployment and PUA.

The fund must provide:

- Flat rate monthly cash payments direct to families - based on $750 per week to each worker - what a typical low wage worker receiving Unemployment Insurance receives at this moment.

- Monthly payments retroactive to the start of the COVID-impacted unemployment crisis, and continuing at least through the end of 2020, like Unemployment Insurance, with triggers to continue the program thereafter.

To ensure the fund reaches the people who need it the most, we also demand flexible application and proof requirements given the urgent crisis situation, including self-attestation and information that even off the books workers are able to provide - documents for proving identity can be the same as those for getting drivers licenses under Green Light.
