Governor Hochul: Protect our communities and stand with us to stop buyouts by predatory owners
Kathy Hochul, Governor of New York
Join us in urging NY Governor, Kathy Hochul, to pass S5881A/A5549A. This bill gives manufactured housing residents the opportunity to purchase their community by pursuing community friendly models of ownership (e.g. community land trusts, non-profits, public ownership) when a community goes up for sale.
This would help prevent the buyouts of our communities by predatory owners and allow our families to live in safe, affordable homes in vibrant, healthy communities.

Residents of manufactured home communities are calling for protections against rent and fee gouging and predatory, corporate buyouts of our communities.
Over the past three years, our families have struggled with the challenges posed by the COVID-19 pandemic. For many of us living in manufactured home communities, this struggle has been exacerbated by rent and fee hikes, poor maintenance, lack of clear and consistent communication, and buyouts of our communities by large, predatory corporations like Cook Properties, RHP Properties, Kingsley Management, Lakeshore Management, etc, that own the land our homes sit on.
Many of us fought tirelessly in 2019 and worked with elected officials across the state to pass needed protections to prevent rent and fee gouging and unjust evictions. We are thankful for the efforts that elected officials have taken to protect our communities from being ravaged by greedy, corporate community owners.
Our efforts this legislative session are focused on passing the Right of First Refusal (S5881A/A5549A), which passed both houses in this year’s legislative session. This bill would give residents the opportunity to purchase their community by pursuing community friendly models of ownership when a community goes up for sale. This would help prevent the buyouts of our communities by predatory owners and allow our families to live in safe, affordable homes in vibrant, healthy communities.
