Governor Polis: Please Pardon Ingrid Encalada Latorre so she can leave sanctuary and return to her family
Governor Jared Polis
A Governor's Pardon is Ingrid Encalada Latorre's only hope for leaving sanctuary. For almost two years she has been living in three different churches across Colorado, due to a charge of identity theft dating from 2010.
The crime that Ingrid was charged with was purchasing a stolen social security number. Although she did not fully comprehend the harms this would cause at the time she made the purchase, she has come to understand exactly how wrong that was. Ingrid spent two and a half months in jail in Jefferson County, separated from her young son, then spent 4.5 years on probation, and has paid $11,000 in restitution to the IRS. She now faces double jeopardy after having paid restitution and served probation for her crime and still facing prosecution and punishment - through deportation - for the same crime.
As further amends, Ingrid has launched a public service campaign to educate other immigrants about the harms caused by using false documents. She is reaching out through the media to inform people about the consequences of identity theft. She has also made many attempts to contact the victim of her crime to make personal amends, but Ingrid is now respecting the victim's wishes to be left alone. Ingrid has left the door open to connect with the owner of the stolen social security number through the restorative justice process so that she can personally apologize.
She has clearly made restitution and she should now be given the opportunity to live a normal life outside of the confines of a church. She has two citizen children and a loving husband, that need her at home, not living inside a building she is unable to leave.
Governor Polis has the power to issue this pardon. He can single-handedly change the course of Ingrid's life and her by granting this pardon that would allow her to finally leave the church and go home to Denver where she belongs with her family.

We, the undersigned, submit this petition in support of Ingrid Encalada Latorre. Ingrid is the mother of two citizen children and an integral part of our Colorado community. For almost two years, she has been living in three different churches across Colorado, because of a charge of identity theft dating from 2010.

With a pardon, Ingrid will be able to restart her legal immigration case to pursue documented permanent residency.

As Governor you have the power to issue this pardon. This is one of the most impactful things that you can do while in office: you have the power to completely change the course of the lives of Ingrid and her family, as well as the entire Colorado community that benefits from having her here with us in the United States.
Ingrid has clearly done enough restitution, and we urge you to allow her to go free. Let this be part of your legacy as governor.
Sincerely,
