Invest in Maryland's future - Override Gov. Hogan's vetoes

The Maryland General Assembly passed landmark education legislation, the Blueprint for Maryland's Future, that would implement important reforms that benefit our children's education, health and well-being, and the state's economy. Even though the bill passed the legislature with strong, bipartisan support, Governor Hogan vetoed the Blueprint. He also vetoed two bills that would raise revenue we need to respond to the COVID-19 pandemic, invest in education, and other vital public services.

We can’t let these vetoes stand, sending a message that our kids’ future is not a priority.

Marylanders are counting more than ever on public services to help keep everyone safe and healthy and to ensure that families don’t go hungry or lose their housing as their paychecks shrink or disappear. We must fix our flawed tax system to generate sufficient resources. We can start by closing loopholes to make sure large corporations pay taxes on all their Maryland profits, just like our small local businesses do, and ending accounting gimmicks corporations use to avoid their tax responsibility. And let’s ensure the wealthiest Marylanders who now pay the smallest share of their income in state and local taxes, are paying their fair share like Maryland’s working families are.

Governor Hogan vetoed several bills that are vital to our state's future success. While our state may be in unprecedented times, pulling back on these commitments to our children's future and the health of our communities would be a mistake.

We ask that, as soon as it is safe to convene, the General Assembly override the governor's vetoes of:

- HB1300 - The Blueprint for Maryland's Future
- HB932 - 21st Century Economy Fairness Act
- HB732 - Taxing large digital advertising sellers and updating taxes on tobacco and vaping products

Marylanders are counting more than ever on public services to help keep everyone safe and healthy, and to ensure that families don’t go hungry or lose their housing as their paychecks shrink or disappear. This will require significant public investment to get our economy restarted once the health emergency has passed.

Given those needs, we must fix our flawed tax system to generate sufficient resources. In addition to overriding the governor's vetoes, we ask that you revisit legislation that will close loopholes to make sure large corporations pay taxes on all their Maryland profits, just like our small local businesses do, and can’t use accounting gimmicks to avoid their tax responsibility. And, we ask that you fix our upside-down tax code and ensure the wealthiest Marylanders who now pay the smallest share of their income in state and local taxes, are paying their fair share like Maryland’s working families are.
