Paid pandemic Leave, Ibigay! Ngayon na!

Kami, mga manggagawa at mamamayan, ay nagkakaisa at nananawagan sa ating gobyerno na magpatupad ng Paid Pandemic Leave para sa mga manggagawa sa pamamamagitan ng maagap na pagsasabatas ng House Bill 7909 o Paid Pandemic Leave Act.

Dahil na rin sa kakulangan ng mass testing at patuloy na paglaganap ng COVID-19, maraming lugar-paggawa ang nagmistulang COVID 19 hotspots. May ilang mga paggawaan kung saan daan-daang manggagawa ang nagkasakit ng COVID 19.

Hindi sapat ang kasalukuyang mga sick leave benefits na naaayon sa Labor Code upang protektahan ang kalusugan at kabuhayan ng mga manggagawa ngayong pandemya. Limang araw lamang na paid service incentive leave kada taon ang inilalaan ng kasalukuyang batas para sa mga manggagawa. Samantalang ang mga manggagawang nagkakasakit ng COVID-19 ay kailangang magpahinga ng labing apat na araw sa minimum o higit pa.

Karamihan rin sa mga manggagawa ay kontraktwal na hindi nakatatamasa ng bayad na sick leave. Kung kaya, doble pahirap ang pinapasan ng mga manggagawang nagkakasakit ng COVID19—bukod sa pagkakasakit at gastos sa pagpapagamot ay nawawalan rin sila ng kabuhayan sa panahon na sila ay nagpapagaling mula sa COVID 19.

Ang patuloy na paglaganap ng COVID sa mga lugar paggawa ay nagreresulta rin sa shutdown ng mga kumpanya para magsagawa ng disinfection at matiyak na ligtas para sa mga manggagawa . At dahil sa malaganap na no-work no-pay policy sa mga empresa, nawawalan ng kita at kabuhayan ang mga manggagawang apektado ng shutdown. Ganito rin ang sitwasyong kinakaharap ng mga manggagawang kinakailangang magquarantine matapos silang mapabilang sa contact tracing at ma-expose sa COVID 19 sa kanilang trabaho.

Naniniwala kaming mayroong sapat na badyet ang gobyerno upang suportahan ang paid pandemic leave. Bukod sa direktang tulong sa mga manggagawa, makakaambag din ang ganitong benepisyo sa pagpapasigla ng ating ekonomya. Naniniwala rin kaming makakatulong ang ganitong hakbangin upang makontrol ang pagkalat ng COVID 19 sa mga lugar paggawa.

Matinding panganib sa kalusugan ang kinahaharap ng mga manggagawa sa tuwing sila ay papasok sa trabaho ngayong pandemya. Matinding kahirapan na rin ang tinitiis ng mga manggagawa at mamamayan dahil sa pagbulusok ng ekonomya dahil sa pandemya. Kung kaya, nararapat at makatarungan lamang na bigyan ng karagdagang benepisyo ang mga manggagawa upang mabawasan ang panganib sa kanilang kalugusan at maibsan ang kanilang paghihirap sa panahong ito.

PAID PANDEMIC LEAVE, NOW!

We, workers and the people, stand united and call on our government to implement Paid Pandemic Leave for workers through the immediate enactment of House Bill 7909 or Paid Pandemic Leave Act.

Due to lack of mass testing and continuous spread of COVID-19, many workplaces became COVID-19 hotspots. In fact, there are some factories where hundreds of workers became ill with this virus.

The sick leave benefits in accordance with the Labor Code are not sufficient to protect the health and livelihood of workers in this time of pandemic. The existing law allotted only five days of paid service incentive leave per year for workers while those who are infected with COVID-19 are required to rest for fourteen days at a minimum in order to recover.

Most of the workers are also contractual. Hence, they are not eligible to enjoy paid sick leaves. As a result, workers who suffer from COVID19 are doubly burdened — in addition to illness and medical expenses, they also lose their income while recovering from COVID-19.

The spread of COVID-19 in the workplace also results in the shutdown of companies to conduct disinfection and ensure safety of workers. Since most companies implement no-work no-pay policy, workers affected by the shutdown are losing their income and livelihood. This is also the situation faced by workers who need to be quarantined after being declared as close contact during contact tracing and after being exposed to COVID-19 at the workplace.

We strongly believe that the government has enough budget to support paid pandemic leave for the workers. Apart from providing direct assistance, this can also help stimulate our economy. We also believe that this kind of social protection will help in controlling the spread of COVID 19 in the workplace.

Workers are facing serious health risks every time they go to work during this time. The workers and their families are now living in dire misery because of the economic crash due the pandemic. Therefore, it is only reasonable and just to give additional benefits to workers to mitigate their health risks and alleviate the economic suffering at this time.
