Advocates call for QUICK ACTION in Criminal Justice Reform bringing Parole back to Virginia in its ENTIRETY. On January 1, 1995, effectively abolished Parole for the vast majority of offenders. Under the Truth in Sentencing Guidelines offenders are required to serve 85% of their time. It has been said by a Washington and Lee report that this new non-paroling system is "designed to justify the routine denial of parole, not to promote rehabilitation and successful reentry." This action has added to mass incarceration.

The purpose of the parole system is to give men and women who have made mistakes in the past a chance to prove that they have been rehabilitated and can be valuable and productive members of society. We want Governor Northam to return the Parole guidelines to where they were before 1995, requiring inmates to serve 65% of their time and bring back Discretionary Parole in order to give these citizens a fair and just opportunity and path to reenter society.
