Stable and safe housing is essential to human flourishing, yet many renters in the City of Erie live in deplorable housing conditions. Fifty percent of evictions in the city are for reasons of habitability and 12.3% of our housing stock is considered poor or unsound. In a city of almost 50% renters, this is unacceptable. Laws already exist to protect renters, yet most do not know this. A Tenant Bill of Rights compiles the rights of renters in one place, serving as an educational document and an accountability document for renters, landlords, and elected officials.
