Protect Citizen-Driven Ballot Initiatives, Stop HJR1!

Speaker Stephens

On January 11th, 2023, Rep. Brian Stewart and 35 co-sponsors reintroduced the so-called “Ohio Constitution Protection Amendment” in the Ohio House of Representatives. A constitutional amendment proposal to increase the passage threshold of new constitutional amendments to 60%, up from a simple majority (50% +1). The original version of the bill, HJR6, was recently defeated in the last General Assembly for lacking enough support for passage.

The Truth about HJR1

  • Political power-grab: Special interests and lobbyists are pushing this constitutional amendment because they can't control citizens the way they control politicians.

    • If they get rid of ballot initiatives as we know them in Ohio, it will mean more power for them and less power for voters to decide on the issues that matter the most.

    • Corrupt politicians are pushing this amendment because it takes power away from voters and gives them even more control.

    • It means a small number (41%) of voters can block initiatives that a majority of Ohio voters support.

  • Shreds our Constitution: ending majority rule in Ohio, and taking away our right to decide what happens here

    • This bill undermines the sacred principle of 'one person, one vote.'

    • We need to protect our freedom to determine our future in Ohio, not permanently change our constitution to give up our rights.

  • Our Freedom vs. Politicians: We all want the freedom to make decisions that affect our lives. Ballot initiatives let us exercise that freedom.

    • Politicians don't like the decisions we've made so they want to rewrite the rules, so they can get what they want, instead of what the people want.

We write you today to urge your opposition to Rep. Brian Stewart's latest attempt to drastically change our state's constitution and eliminate majority rule in Ohio. Rep. Stewarts bill, HJR1, adds unnecessary hurdles and burdens to citizen-driven ballot initiatives. It must be stopped.

If passed, it means just a small number of voters can block initiatives that a majority of Ohio voters support.

We believe this is an attempt by extremists to change the rules in their favor, and is a direct attack on the voices of Ohio citizens. We should be focused on making it easier for citizens to have their voices heard and make real change in their communities, not putting up roadblocks that silence them. We all want the freedom to make decisions that affect our lives. Ballot initiatives let us exercise that freedom.

We ask you to not move this bill to the House Floor.
