As more and more states reschedule their presidential primaries and move to vote-by-mail, Americans in several states still face barriers to voting -- barriers now compounded by the COVID-19 crisis.

Health officials from the Centers for Disease Control and Prevention to the World Health Organization have made it clear: the best way to flatten the curve of COVID-19 spread is to practice social distancing -- and self-quarantine, if potentially exposed to someone showing symptoms.

That’s why in order to preserve public health and voting rights, state officials must minimize obstacles to casting ballots from the safety of homes and shelters.

In most states, voters can request an absentee ballot without needing to present a reason they cannot vote in-person. But there are still 15 states that require voters to justify why they need an absentee ballot.

Amidst a global pandemic especially, voters should be encouraged by state officials to vote remotely, to slow the spread of the coronavirus -- not forced to make the choice between risking their health and losing access to the ballot box.

We have seen what happened in those states where election officials did not take the pandemic seriously. Election judges and voters have tested positive for COVID-19 -- and in some cases, election judges refused to show up for fear of contracting the potentially life-threatening illness.

As some states plan to ramp up their vote-by-mail programs, we need to ensure ALL voters across the country have -- at the very least -- the option to cast no-excuse absentee ballots in both upcoming primaries and the general election.
