Support our Academic Senate: Oppose Corruption and Sexual Harassment.

LA Community College District Board of Trustees

As you may have heard, the Los Angeles Times recently reported that a District administrator was the subject of multiple sexual harassment complaints, including one that resulted in a $10 million judgment against the District for failing to prevent and investigate the harassment, and for retaliating against the faculty member who brought the complaint.

In addition to this, the same administrator was involved in alleged procurement policy violations, and an impartial fact finding investigation found that he had violated LACCD procurement policy by attempting to purchase items worth several thousand dollars from his family members and an aquitance. Despite these allegations, this same administrator was recently given an interview for a position at Los Angeles Trade Technical College.

Additional concerns about bidding irregularities, lack of oversight, ongoing workplace harassment and public corruption have been alleged at the District.

At its December 1st meeting, the Academic Senate passed a resolution demanding that the District:


  • Appoint an independent Blue Ribbon Panel to conduct an external audit to identify the full extent of favoritism in the violation of procurement procedures and other policies and procedures and implement the recommendations from the external audit to ensure accountability for any violations uncovered.

  • That the Board of Trustees improve efforts to prevent sexual harassment and discrimination, respond decisively to reported incidents, ensure a survivor-centered approach to responses, conduct timely, thorough, and impartial investigations into allegations of sexual harassment and discrimination, and take appropriate disciplinary actions if violations are found;

  • That the LACCD Board to regularly review its policies and procedures regarding sexual harassment and discrimination to ensure their effectiveness and compliance with changing legal standards and best practices and solicit recommendations for policy improvements from all stakeholders, including students, faculty, staff, and administrators, and commit to ongoing collaboration with external organizations, experts, and advocacy groups to continually enhance their efforts to combat sexual harassment and discrimination on campus.


The Academic Senate further resolved that if there is insufficient progress on these recommendations, they would consider a vote of no confidence at the DAS meeting in February 2024.

In addition, the Guild is extremely concerned that the administrator who has been accused of sexual harassment by numerous women, and was the subject of a corruption investigation was recently granted an interview for a position at Los Angeles Trade Technical College. While we cannot imagine that he would be offered a position, we are asking that the Trustees take further action to ensure that employees who have had multiple complaints of sexual harassment filed against them, are not considered for future positions at the District.

Tell the Trustees: LACCD Faculty and AFT 1521 support the Academic Senate’s resolution and demand accountability for sexual harassment and corruption at our District.

I am writing to express my strong support for the “Resolution Requesting Independent External Audit Due to Financial and Procurement Irregularities and Effective Actions to Combat Sexual Harassment and Discrimination” recently passed by the Academic Senate,” and urge the Board of Trustees to take immediate action as demanded in the Resolution.

Employees, faculty, and students at the District deserve t be protected from sexual harassment and discrimination at LACCD. It is outrageous that an administrator who was accused of sexual harassment (by more than one victim) was not immediately placed on administrative leave during the investigation of the allegations. The District’s neglect in responding to the allegations have already resulted in a $10 million judgment against the District. It is time for the District to seriously evaluate current practices to ensure that best practices are immediately implemented and the failure to protect faculty, staff and students does not occur again in the future.

The issues of alleged corruption in the procurement process, and the favoritism towards certain administrators which facilitates this corruption is also extremely concerning.

I urge you to follow the recommendations of the Academic Senate to take immediate steps to:

Improve efforts to prevent sexual harassment and discrimination, respond decisively to reported incidents, ensure a survivor-centered approach to responses, conduct timely, thorough, and impartial investigations into allegations of sexual harassment and discrimination, and take appropriate disciplinary actions if violations are found;

Regularly review its policies and procedures regarding sexual harassment and discrimination to ensure their effectiveness and compliance with changing legal standards and best practices and solicit recommendations for policy improvements from all stakeholders, including students, faculty, staff, and administrators, and commit to ongoing collaboration with external organizations, experts, and advocacy groups to continually enhance their efforts to combat sexual harassment and discrimination on campus.

In addition, I am extremely concerned that the administrator who has been accused of sexual harassment by numerous women, and was the subject of a corruption investigation was recently granted an interview for a position at Los Angeles Trade Technical College. I trust that he will not be offered a position, but ask that the Trustees take further action to ensure that employees who have had multiple complaints of sexual harassment filed against them, are not considered for future positions at the District.

If decisive steps are not taken, I support the LACCD Academic Senate and our Union taking a vote of no confidence.
