The HOPE Initiative affirms what Oregonians have told us time and again is a shared value and belief: that everyone should have access to affordable health care.
In the midst of national uncertainty around access to care, this legislative proposal would ensure affordable access to health care for Oregonians through an amendment to Oregon’s Constitution recognizing health care as a right afforded to all.
This legislation is a critical step in allowing Oregon to continue to be a pioneer in innovative, effective and efficient health care delivery to ensure that every resident has access to affordable health care.

In both the recent election and public opinion polls, Oregonians have been clear: we believe that access to health care is simply non-negotiable for our communities.
That's why ONA is supporting House Joint Resolution 203, the HOPE Initiative, to solidify this belief in Oregon's Constitution.
As nurses, we see first-hand what access to care means for health outcomes. Although now 95% of Oregonians have health insurance, the state should strive to have 100% of Oregonians able to access comprehensive and affordable care.
Oregon has been a pioneer in changing our health care delivery system to make it more effective, affordable and accessible. HOPE enables us to continue to be a model for the rest of the nation in the face of great national uncertainty.
The HOPE Amendment is an important step for the brightest minds in health care to come together to find solutions to make sure that all Oregonians can access, afford and utilize comprehensive health care.
