Two years into the COVID-19 pandemic, the vast majority of people in low-income nations still do not have access to COVID vaccines, test kits and treatments — an avoidable tragedy caused by the pharmaceutical industry's focus on profits over lives.
Pharmaceutical monopolies’ ongoing refusal to allow more vaccine production is causing thousands of needless deaths abroad each day, while also giving rise to dangerous variants like Omicron and Delta that are prolonging the pandemic everywhere.
To prevent wave after wave of additional COVID variants, the U.S. must help make COVID vaccines, tests and treatments available worldwide.
The End the Pandemic Now plan in Congress (H. Con. Res. 60) lays out a clear roadmap for how to increase global production of critical medical supplies by temporarily waiving pharmaceutical monopoly rules that block increased production, by sharing vaccine-making recipes and know-how with qualified producers, and by helping fund the speed-up of production. Thankfully, the Biden administration already has the authority to implement these policies without congressional action.

Public health experts have been warning since the start of the pandemic that Americans will not be safe from new COVID variants until vaccines and medicines are readily available throughout the world. Yet, more than two years into the crisis, the vast majority of people in low-income nations have not had a single COVID shot.
With more-and-more of existing vaccine production capacity going towards booster shots — and, in the near future, possibly even new vaccine formulas — the world still needs to ramp up global vaccine, test kit and treatment production so that low- and middle-income nations have the supplies they need.
At this fall’s UN General Assembly, you led other heads of state in committing to vaccinate 70% of the world’s population by the fall of 2022. End the Pandemic Now in Congress (H. Con. Res. 60) should serve as the plan to meet that goal.
End the Pandemic Now lays out a three-part program of (1) unlocking intellectual property barriers via a temporary waiver of the WTO rules now standing in the way of production increases, (2) sharing vaccine formulas and know-how with qualified producers around the world to speed up more production, and (3) financial support for regional vaccine manufacturing hubs.
Only decisive leadership on the part of your administration can prevent us from facing an endless cycle of new COVID variants and the ongoing health, economic and social suffering that the lingering pandemic is causing.
