Tenants say it's time for the landlord to go

Ellis Parker, owner of 2724 11th St, and SCF Management Co., property manager

The Parker family and the Stan Ford of the SCF Management Company have mismanaged the apartments 2724 11th St NW and exploited the tenants for far to long. It's time for them to sell the property to a responsible landlord or to the tenants' themselves.

Conditions at 2724 11th are unacceptable. Tenants have to deal with rats, bedbugs, major leaks, broken heating and plumbing, and structural damage to the building. Management has responded to citations from DCRA and the fire marshal with cosmetic repairs or total inaction.

Despite failing to perform basic maintenance and other responsibilities, the Parkers and Stan Ford Jr. are seeking a waiver from DC's rent control that would allow them to raise rents by more than 30%. This rent increase would displace many low income tenants who would be unable to find affordable housing elsewhere in the District of Columbia. This behavior is part of a long pattern by the Parkers. They have been responsible for slum-like conditions before, and they have displaced long-time tenants to make way for luxury rentals or condominiums.

DC's supply of affordable rental housing is dwindling, and as a community we can't let more be neglected or wiped away. Luckily, DC's strong tenant protections mean that conditions would likely improve if the Parkers put 2724 11th on the market so that a responsible landlord or the tenant association could purchase it. And in the meantime, management have legal and ethical obligations to maintain their tenants' apartments.
