Trans Sanctuary in Outagamie County Now!

State and federal laws continue to target access to gender affirming healthcare for minors and adults, threaten families of trans youth and providers of gender affirming care, and make schools unsafe for transgender students.


To combat this, many states, cities, and counties have declared sanctuary status for trans/nonbinary/gnc individuals, families, and healthcare providers. In Wisconsin, Dane County passed a resolution declaring sanctuary status in June 2023. Neighboring states, including Minnesota and Illinois, have been declared as sanctuary states. The city of Appleton has demonstrated support for LGBTQIA+ citizens, as the city passed a ban on conversion therapy in October 2019. Banning conversion therapy has repeatedly failed in the state legislature, despite agreement amongst all professional medical associations. With the uncertainty of the upcoming elections and new legislative term beginning in January 2025, Hate Free Outagamie seeks to take proactive measures to protect access to gender-affirming healthcare by declaring Outagamie County a sanctuary for transgender, nonbinary, and/or gender non-conforming individuals, their families, and healthcare providers.

In order to protect access to life-saving medical care, ensure equitable treatment, and establish legal protections for all, Hate Free Outagamie and the undersigned call for the designation of Outagamie County as a sanctuary for transgender and non-binary individuals, their families, and their healthcare providers.

We, the undersigned, demand that the Outagamie County Board of Supervisors uphold their mission of promoting “health, safety, and quality of life” for ALL people in Outagamie County by protecting access to gender-affirming healthcare.

Additionally, we demand that all members of the community, including transgender and non-binary individuals of all ages, should be able to safely express themselves in how they dress, what name and pronouns they use, and how they identify without fear of harassment, intimidation, or retaliation.

We demand that families caring for transgender and non-binary children and adolescents be protected from threats of CPS intervention for accepting their children for who they are.

We demand that transgender non-binary individuals be protected against housing and employment discrimination.

We demand that healthcare providers be protected from lawsuits, criminal prosecution, and/or revoking licensure for providing care consistent with their professional training, code of ethics, and advised by international medical associations.

Hate Free Outagamie and the undersigned demand that the Outagamie County Board of Supervisors protect the trans community by supporting and enacting legislation in the form of our proposed resolution to make Outagamie County a safe haven for the trans community.
