We are heartbroken by the tragic loss of life in the conflict in Ukraine.

Now Republican leadership in Congress has successfully pressured President Biden to send Ukraine cluster bombs — which are banned by over 120 countries worldwide, including most NATO members — to Ukraine.

These weapons are deplored globally. They leave a substantial percentage of bomblets unexploded, only to kill and maim innocent civilians in the years and decades after the war. According to conservative estimates, the US decision will leave at least hundreds of thousands of unexploded bomblets across Ukraine (the New York Times has indicated that the number of unexploded bomblets may be more than three times higher). 60 percent of cluster bomb victims are “people injured while undertaking everyday activities.” A third of documented cluster bomb victims are children.

But there is a reason to be hopeful: a bipartisan group of House members are trying to force a vote in Congress to stop this transfer. The decision will be made imminently and a vote could be in the coming days.

But we need your support to ensure that the leadership of House Republicans and Democrats allow it to receive a vote. There are powerful forces in Washington that don’t want our elected representatives to have to go on the record about this dreadful decision. We think that the American people and the world deserve to know, at a minimum, who to hold responsible for the heartbreaking suffering that Ukrainian civilians could experience due to the decision to transfer these weapons.

Dear Congressional leadership:

Cluster bombs are banned by over 120 countries for their indiscriminate, devastating impact on civilians, and particularly children. The US should join most of our NATO allies — a number of which, including the U.K., Canada, and Spain, have cautioned against giving Ukraine the weapons — and never transfer them for any reason.

The front lines of the war in Ukraine have remained largely static for months, with no decisive victory for either side on the horizon. The transfer of cluster bombs will not change that, but will lead to the killing and maiming of innocent Ukrainian civilians via unexploded bomblets in the way that the bombs still kill and injure in Laos, more than 40 years after the end of the war there. The US should resolve to never be complicit in a crime like this again, and to avoid the risk of escalating towards direct conflict with Russia — an all too real risk that President Biden acknowledges has put us closer to nuclear war than any moment since the Cuban Missile Crisis.

I urge you to allow the amendment to prohibit the transfer of cluster bombs, and when it comes up for a vote, I urge you to vote in favor.
