Dear Council President and Members,

Thank you for the opportunity to provide comments to the proposed ballot text adding provisions to the Los Angeles City Charter to establish an independent redistricting commission in the city. I commend the Council for its efforts to remove political gerrymandering from the redistricting process. However, the Council’s proposed ballot text falls short of its intention in several critical ways. To meet its important goal of democratic representation, the Council should adopt the following amendments:

  • Remove funding the commission from the influence of the City Council and Mayor to the greatest extent possible by providing funds for the commission to conduct business. The funding amount should be at least based on the previous redistricting process and adjusted for inflation.
  • Give the commission full authority to retain outside legal counsel.
  • To ensure that the community’s interests are prioritized in the line-drawing process, city employees must not serve on the commission until at least four years after their separation from the city.

I sincerely appreciate the Council’s efforts to prevent elected officials from interfering in redistricting.

Thank you in advance for considering my comments.

Sincerely,
