Rate restructuring would lower utility costs PIPP is a clear, common-sense policy that has been advocated for year after year. We demand that legislators support and approve an effective approach to lower utilities costs to a total of 6% of income for low-income Rhode Islanders. Every year PIPP isn't passed, working class and low-income utility consumers continue to pay higher percentages of income toward utility bills compared to other consumers. Without PIPP people will continue to unfairly face utility terminations because of the legislators’ lack of passing this needed bill.
