In 2019 New York State passed the Climate Leadership and Community Protection Act, which set ambitious targets for transitioning our economy off of fossil fuels and affirmatively benefitting disadvantaged communities in the process. Today, in 2026, this law has not yet been fully implemented, as the Cap & Invest program proposed by the Governor in 2023 remains in limbo.

Despite the many benefits to our climate, communities, workers, and energy bills that would come from implementing our Climate Law, Governor Hochul is now actively attempting to delay the deadlines and weaken the greenhouse gas reporting requirements it created. This is not acceptable.
