Black, Brown, immigrant, and working-class neighborhoods in DC, particularly those in Wards 5, 7, and 8, are forced to bear a disproportionate burden of pollution from traffic, industry, waste facilities, freight trains, scrap yards, and countless other sources of harm. The Environmental Justice Amendment Act of 2023, co-written by We Power DC and introduced in November 2023 by Ward 5 Councilmember Zachary Parker, would represent a crucial step toward ending racist and dangerous zoning policy in the District by making it much more difficult to permit or re-permit polluting facilities in communities that face a disproportionately high level of environmental and public health stressors.
