About the Panelists:

Jessie Rubin is the Senior Manager of Performance & Innovation for the San Francisco Bay Area Rapid Transit District (BART). She leads a team of process improvement and change management experts that works in partnership with employees at every level across the District to implement effective solutions to problems. She joined BART four years ago and, thus far, her team’s work is expected to generate approximately $46 million in revenue, expense reductions, and avoided costs over nine years.

Rubin is passionate about continuously improving transit and other public services. She has over 15 years of experience leading projects and programs designed to increase the effectiveness and efficiency of government and nonprofit operations. Few things make her happier than witnessing the “aha!” moments that lead to beneficial changes for employees and customers alike.

Prior to joining BART, Rubin worked as a project manager and analyst for a variety of local government agencies in the San Francisco Bay Area, including Alameda Health System, the City & County of San Francisco, and the City of Hayward. Before that, she worked on organizational improvement efforts for nonprofits in both Panama and Nicaragua. She is also a Fulbright Scholar.  

Rubin lives in San Leandro, California with her husband, six-year-old son, and high-maintenance dog. She proudly commutes by train.
