About J-51:

• J-51 is one of the most impactful programs to tackle both climate change and housing affordability. It's a tax credit that helps affordable rental buildings and working/middle class co-ops pay for major building improvements.
• These upgrades includes green upgrades like energy efficiency, electrical work, and renewable energy, all of which can help lower pollution from NYC’s biggest source: heating and cooling buildings.
• The Green Co-op Council and our allies recently won major improvements to J-51 in the New York State Budget, which expanded eligibility to over 300,000 units and extended the program for 10 years.
• However, this tax break now requires reauthorization by the NYC Council to become active. Without City action, thousands of affordable buildings will struggle to finance the essential upgrades—like façades, roofs, and clean energy retrofits—needed to meet Local Law 97 goals and avoid massive fines.
