For nearly a decade, Raytown resident Nelson Randolph has been targeted by the city’s code enforcement and municipal court system in a pattern of discrimination and abuse. His property has been invaded without consent, improvements ignored, fines stacked, and his home threatened —all under the false pretense of “code violations.This is not enforcement. This is abuse.
