DC’s early childhood system is facing a make-or-break moment. Unless the District acts, early educators will face pay cuts in January, thousands of families could be pushed onto a child care subsidy waitlist for the first time in 20 years, and the progress DC has made in building a strong early learning system could start to unravel.

Revenue Justice to Win is a training for Under 3 DC supporters who want to understand the stakes and help shape the path forward. We’ll break down how revenue justice — fixing a tax code that favors the wealthy over working families — is key to preventing pay cuts, stopping subsidy waitlists, and funding DC’s child care promise in the FY27 budget.

We will also preview one of the most urgent fights of the year: preventing early educator pay cuts and the return of child care subsidy wait lists. Mayor Bowser has until the end of this December to reallocate funds to avert them — and we’ll outline the campaign underway to to pressure her administration to act.
