The mission of SPARK (Saint Paul All Ready for Kindergarten) is to ensure that all Saint Paul families have affordable access to quality early learning and childcare. We believe investing in our young children is the best way to build a more prosperous, healthy and equitable Saint Paul.


With over 90% of brain development occurring before age 5, early childhood education is one of the best investments Saint Paul can make in the overall health, well-being, and future success of children and their families. Early childhood education helps eliminate opportunity and achievement gaps, decreases the poverty rate, and provides an economic boost for families who no longer have to worry about the expense of childcare. High quality early education allows for a more stable workforce, attracting families and businesses to Saint Paul, and makes sure all children enter kindergarten ready to learn.


Join a conversation with Saint Paul City Council Member and SPARK campaign chair Rebecca Noecker and community members to discuss the childcare crisis, what's at stake for you and your community, and SPARK's program. Attendees will be sent a zoom link in advance of the event.
