Transit and passenger rail investment in the United States struggles for adequate investment. Despite some improvements in top line figures for transit and passenger rail, the Infrastructure Investment and Jobs Act Investment, Federal and state transportation investment has failed to provide the right incentives for transit capital investment and service to thrive.

The webinar hosted by Seamless Bay Area, Center for Public Enterprise, and Californians for Electric Rail will discuss how the shape, type and speed of investment can improve service outcomes and affordability for transit and passenger rail projects.

Reforms to financing and funding programs at the federal and state level can help align incentives to produce better service and faster for transit and passenger rail riders.

Panelists:

Jackson Moore-Otto is a Fellow at the Center for Public Enterprise, where he leads CPE's transit policy efforts. He has a background in transportation, infrastructure, and housing policy at the state and Federal level. His interest in transit costs and infrastructure finance comes from experience working on commuter rail modernization, financing, and permitting policy in Massachusetts.

Ian Griffiths is a Principal Consultant with CPCS, a transportation planning, strategy and management consulting firm, and is a co-founder and current board member of Seamless Bay Area. He was Seamless Bay Area’s Co-Executive director from 2019-2024, and previously he worked at BART and Metrolinx in Toronto, Canada as a transit station area planner.

Liam Morehead: With a background in the Massachusetts State Legislature, Liam Morehead is a transportation policy advisor for Congressman Seth Moulton where he focuses on intercity and commuter rail. From San Antonio, Texas, he holds a BA from Boston College.

Adriana Rizzo is a member of Californians for Electric Rail, a volunteer advocacy organization dedicated to removing barriers to electrification via overhead catenary of California's railways through state legislative advocacy and engagement in decision-making within local transit agencies and regulatory boards.
