A county charter is the foundation of local government — similar to a constitution for the county. Written by community members and approved by voters, it sets the basic rules for how the county is organized and how decisions are made. A charter defines things like the structure of county government, how public officials are elected, and how residents can participate in local decision-making.
Thurston County has never adopted a charter, operating under Washington State law instead of its own rule. Chartering is about empowering local voters to decide how their county government should function.
A Charter doesn’t override federal or state law — but it does give a community stronger tools to define its own structure, values, and accountability. In uncertain political times, local strength and democratic resilience matter more than ever!
This meeting is informational and exploratory. The goal is to build shared understanding and answer questions about what is possible, what is realistic and what a thoughtful Charter process would involve.
