Devin T. Murphy is a Councilmember and Mayor Emeritus in the City of Pinole, CA. He is the City of Pinole’s first African American/Black, first openly gay, and youngest mayor in its 120-year history. In November 2020, Devin was elected to the Pinole City Council. He was honored to win with the highest number of votes in the city’s history and served as Mayor from 2022-23.

As Pinole City Councilmember, Devin has witnessed Pinole’s community navigate some of the most challenging times in recent history. Yet, Pinole has shown remarkable resilience by beginning the process of rebuilding, strengthening public safety, supporting our diverse cultural needs, and establishing a robust budget to meet our city's evolving demands. Devin is dedicated to fostering inclusive dialogue, ensuring every voice is heard, and working collaboratively to create a better future for Pinole. Regardless of political affiliation, background, race, or religion, he is committed to representing and amplifying your voice.

Since being elected, Devin has re-opened Pinole Fire Station 74, championed a more transparent, citywide participatory budgeting process, advanced the city’s economic development strategy to promote small business growth and economic opportunity, secured over $150 million new private-public investments in housing and concrete local action on energy efficiency, addressing the climate crisis. During his tenure on the Council, he has hosted over 200 community engagement events and managed the $816 million operating budget as the Technical Committee Chair of MCE Clean Energy. Additionally, he actively contributes to policy committees and advocacy groups focusing on environmental quality, transportation, and clean energy.

Professionally, Devin has held various leadership roles, starting with founding and serving as the Chief Executive Officer of DTM Strategies in 2015. At DTM Strategies, he successfully manages strategic communications campaigns for high-profile clients such as Movement for Black Lives, Color of Change, and Greenbelt Alliance.

Devin graduated from the University of California, Los Angeles (UCLA) with a Bachelor of Arts in African-American Studies and a minor in Public Policy. His academic journey provided him with a deep understanding of social issues and policy analysis, which has been instrumental in his public service career and equipped him to effectively serve the residents of Pinole and advocate for policies that promote sustainable growth and community well-being.
