No-fault evictions are often brought by new, corporate landlords who suddenly and drastically raise rents for whole complexes of tenants who have paid their rent on time and followed the rules but cannot afford the staggering rent increase. No-fault, or "lapse of time" evictions are often a cover for otherwise unlawful discrimination on the basis of race or even gender orientation--or for retaliation against someone who requests repairs or brings up health and safety issues.
