Petition to the Central Executive Committee of Your Party

Concerns Regarding Democratic Accountability, Members' Sovereignty, Representation and Providing a Clear Timetable for Annual Conference

To the remaining members of Your Party’s Central Executive Committee

We, the undersigned members of Your Party, call upon the CEC to urgently address growing concerns among members regarding the functioning of the Party’s leadership; the absence of elected representation; and lack of information about the Party’s future democratic processes.

A political party founded on the principles of democracy, members’ sovereignty, collective participation, and accountability must uphold those principles within its own structures. Members have a right to expect a functioning leadership, proportionate representation, transparent decision-making and meaningful opportunities to participate in shaping the Party’s policies and direction.

We are therefore calling on the CEC to provide clear answers and a firm timetable for resolving the following issues within 14 days of receipt of this petition.

1. Vacant CEC Representative Positions

There are currently two public office holder and four regional representative positions vacant on the CEC yet members have not been given any timetable, or process, for filling them.

We call for the CEC to confirm which representative positions are vacant and to publish a timetable for holding the necessary elections, or other constitutionally appropriate processes, to restore full representation as voted for by the membership earlier this year.

2. Vacant CEC Officer Positions

There are also three vacant CEC officer positions: Deputy Chair, Treasurer and Party Spokesperson, yet no timetable or process has been communicated to members for filling them.

We also call for an explanation of how these vacancies are affecting the functioning of the CEC (and the roles within it) and for a published timetable to fill the positions in accordance with the Party’s constitution and standing orders. This should include informing YP members who is currently exercising the relevant responsibilities (or not) and under what authority.

3. Failure to Convene Quorate CEC Meetings

No regular and quorate CEC meeting has taken place since 10 May 2026, although a Special Meeting was held on 12 July 2026, and no date has been announced for the next meeting at the time of publication of this petition.

This situation raises serious questions about the CEC’s ability to discharge its responsibilities, make legitimate collective decisions and remain accountable to the membership.

We call on the CEC to explain the circumstances that have prevented regular and quorate meetings from taking place and to announce a date for the next meeting, and further regular meetings, without further delay.

We also call on the CEC to clarify what significant decisions have been taken during this period, by whom and under what authority, and to identify any decisions requiring review or ratification once the CEC resumes regular quorate meetings.

Delegation must not become a substitute for collective accountability.

4. Transparent Decision-Making, Reporting and Accountability

Members cannot hold their elected representatives to account if they cannot see what decisions have been taken or how the Party is being governed.

The Party’s Standing Orders require approved CEC minutes to be published and made accessible to members.

We therefore call for publication of all outstanding approved CEC minutes; timely publication of future minutes and major CEC decisions; adequate written officer reports to allow scrutiny of delegated responsibilities; and publication of recorded vote totals where appropriate and consistent with the Party’s rules.

Confidentiality may sometimes be necessary, but it should not become a general barrier to transparency and democratic accountability.

5. A Clear Date for the Next Your Party Annual Conference

Members need to know when the next Your Party annual conference will take place.

The conference is the key structure within Your Party, which ensures that the decisions by the membership are sovereign and that members are able to debate policy, determine the Party’s direction, hold its leadership to account and participate directly in its democratic life.

We call for the announcement of a proposed conference date and a clear timetable covering the arrangements leading up to it. If a date cannot yet be confirmed, members must be told why and given a realistic timescale for making that decision.

We further call on the CEC to confirm that the process for selection of conference delegates is fair, transparent, and in accordance with the YP founding douments.

6. Clear Procedures for Submitting Motions and Amendments and Full Transparency of How Members’ Inputs will be Incorporated

Members must be informed of how they can submit motions and amendments for consideration at conference.

The right to participate in a conference must be meaningful, not merely theoretical. Members need sufficient time and clear guidance to formulate proposals on policy, structures and campaigns, consult with one another and submit motions and amendments in accordance with the Party’s rules.

Members should not simply be presented with choices produced elsewhere. They need the ability to communicate, deliberate, formulate alternatives and organise collectively before decisions are taken.

We therefore call for the publication of the procedures, deadlines and eligibility requirements for submitting motions and amendments, together with an explanation of how submissions will be considered and selected for debate. We also call for (a) sufficient time for branches and members to develop proposals and (b) for secure, Party-supported means through which branches and members can communicate horizontally, circulate proposals and organise discussion before Conference.

Member sovereignty begins before the vote.

Our Demands

We call on the CEC to:

  1. Publish a full list of vacant CEC representative and officer positions, together with a timetable for filling them.

  2. Confirm the date of the last quorate CEC meeting and explain why no subsequent meetings have been called.

  3. Announce a date for the next CEC meeting and explain how the CEC will resume the effective discharge of its responsibilities through the organisation of regular meetings.

  4. Clarify what significant decisions have been taken during that period without regular meetings, by whom and under what authority.

  5. Publish all outstanding approved CEC minutes and restore timely publication of minutes, major decisions and adequate written officer reports. Chair’s reports are not a substitute for formal minutes.

  6. Provide a clear timetable for the next Your Party conference, including when members can expect a conference date to be confirmed and how they will be selected for attendance.

  7. Publish the rules, procedures and deadlines for submitting conference motions and amendments and incorporating members’ inputs, ensuring that members have a fair and meaningful opportunity to participate.

  8. Institute secure, Party-supported means for branches and members to communicate, circulate proposals and organise discussion before Conference.

  9. Provide a written response to the membership within 14 days of receipt of this petition, addressing each of these demands and setting out the actions the CEC intend to take.

Conclusion

These are not unreasonable demands, but basic requirements of a democratic socialist party that expects its members to contribute time, energy and commitment to building a collective political project.

Members cannot be expected to have confidence in the Party’s democratic structures if representative positions remain vacant indefinitely, officer vacancies go unresolved, the CEC does not meet or make decisions in a manner consistent with the Constitution, and there is no clear timetable for conference or guidance on how members can contribute to its proceedings.

Silence and uncertainty are not an adequate substitute for accountability. Nor can the responsibility for resolving these problems be left indefinitely with a diminishing number of officers/CEC members and without clear, consistent communication to the wider YP membership.

The purpose of this petition is to enable a democratic framework within which disagreements can be resolved by members themselves.

Your Party needs a functioning CEC, accountable delegation, transparent decision-making, elected representation and a membership able to communicate, deliberate and organise. All of this is required by the founding documents and agreed at the inaugural YP Conference.

We therefore urge the CEC to recognise the seriousness of these concerns, respond to the membership and take immediate, practical steps to establish effective democratic functioning.

We call for transparency, accountability, members’ sovereignty and action—not further delay.

Signed,

Members of Your Party
