Loudoun’s power grid should serve the people, not private profit. Dominion Energy, our investor-owned electric utility, continues to raise rates, buy out politicians, and is completely unaccountable to Loudoun residents.

We pledge our support for replacing Dominion Energy with a publicly owned municipal utility system. We support building a democratic, transparent utility system that is directly accountable to all consumers, utility workers, and residents of Loudoun County.

By taking public ownership of Dominion Energy, we build a better energy future for all Loudoun residents.

Public Power Principles:

• Lower utility bills: Our utility system must treat everyone with dignity. Investor-owned utilities prioritize expensive capital investments that result in higher energy costs for consumers and higher profits for their shareholders, while a publicly owned, not-for-profit utility system would be able to build a more sustainable system with lower maintenance costs. These savings, as well as the profits that previously went to investors can be passed on as savings to ratepayers.

• A more just data center industry: Loudoun county is the data center capital of the world. It is important that this industry develops in a sustainable way that does not diminish resident’s quality of life. We want to increase taxes on data centers, increase setbacks, build noise barriers and increase enforcement on noise ordinances. A public utility will help ensure that the increased power demand from data centers is not being paid for by the industry, not households.

• Democratic multi-stakeholder governance: Everyone―from utility workers to consumers―has a stake in our utility system and deserves a say in how it functions. The State Corporation Commission (SCC) has shown that they will not listen to local residents when making decisions. A public power utility would offer Loudoun residents the opportunity to decide how revenue is managed and where energy infrastructure is sited across our communities.

• Longer Term Thinking: A private utility system is incentivized to value short term profit over all else. With a public power utility, we can underground power lines, invest in green energy, and harden our infrastructure to ensure better service reliability. It is essential to invest in the long term health of our communities, and our power grid.
