Sign-On Form: Oppose Tax Record Requirements for the 2030 Census

Sign-on deadline: 12 PM ET, November 2, 2026

The Coalition on Human Needs is collecting organizational sign-ons to a comment urging the U.S. Department of Commerce to withdraw its proposed 2030 Census rule requiring people's usual residence to be consistent with and evidenced by tax records.

Read the full comment here.

The proposed rule could exclude tens of millions of people who do not have the required tax records or whose tax-record addresses do not reflect where they actually live. This could disproportionately affect low-income people, children and other dependents, people experiencing homelessness, and families whose living arrangements are not reflected in tax filings.

An accurate Census is essential for fair representation in Congress and state and local governments, as well as the allocation of federal and state funding for vital programs and services. Tax and other administrative records can help the Census Bureau count people who do not respond, but they should be used to make the count more complete—not to exclude people.

Organizations are invited to join this comment urging the Department of Commerce to withdraw the proposed rule and protect an accurate and inclusive count of everyone living in the United States.

Please complete this form on behalf of your organization. Only authorized organizational representatives should submit a sign-on.
