We obtained 1,227 Arkansas public records. We did not find a single independent credit analysis behind up to $100 million in public-pension exposure.
Arkansans for Pension Integrity is a volunteer, evidence-first transparency campaign. Your public pension — the retirement that Arkansas teachers, troopers, and public employees earned — is supposed to be managed with fiduciary care and on the public record. The documents tell a different story.
What the public record shows:
- Up to $100 million in pension-fund exposure to non-tradable foreign sovereign debt — with no independent credit analysis required by law
- Zero independent credit analyses found across 1,227 records obtained through the Arkansas Freedom of Information Act
- Three downgrades of the issuer’s sovereign credit rating — by S&P, Moody’s, and Fitch — since 2024
This isn’t about any single investment or any one government. It’s a simple fiduciary standard: require an independent credit analysis before public retirement money is committed to non-marketable foreign sovereign debt, and put that decision on the public record where it belongs.
