Mission Statement

The Black Los Angeles Cannabis Council (BLACC) is dedicated to advancing equity, economic opportunity, and generational wealth for Black cannabis operators. We advocate for fair policies, immediate tax reform, and the removal of systemic barriers that hinder Black entrepreneurs. Through policy change, business support, and collective action, BLACC is building a future where Black cannabis businesses are not just participants—but leaders—in the industry.

About Us

Black cannabis operators in Los Angeles face disproportionate taxation, predatory practices, inequitable access to capital, and regulatory barriers that threaten our success. BLACC was founded to change this reality.

We are a coalition of Black cannabis licensees across the supply chain—retailers, cultivators, distributors, manufacturers, and testing labs—united in our mission to protect, grow, and empower our businesses.

BLACC is more than an organization; it’s a movement. We fight for fair policies, lower taxes, and economic opportunities that benefit Black cannabis entrepreneurs and our communities.
