The Duterte Panagutin Campaign Network (DPCN) is a broad alliance of victims’ families, human rights defenders, organizations, and advocates working to hold former President Rodrigo Duterte and his officials accountable for widespread human rights violations, particularly the thousands of extrajudicial killings under the so-called “war on drugs.” Rooted in solidarity with affected communities, the network pushes for truth, justice, and accountability by pressing both domestic institutions and international mechanisms such as the International Criminal Court (ICC) to act. Beyond legal accountability, DPCN seeks to break the culture of impunity, mobilize Filipinos and international allies, and advance the struggle for human rights, dignity, and democracy in the Philippines.
